Focus 2018: Design for the Future

Dr. Kenneth Spells, Superintendent of the South Bend Community School Corporation, revealed Focus 2018: Design For The Future, a plan to reorganize the school district.

The plan is being proposed to address challenges that have emerged since the adoption of the last plan 15 years ago, including enrollments trends, as well as to be compliant with the United States Justice Department Consent Decree, which requires racial balance across Corporation schools.

“The Board of School Trustees asked me to develop a plan which included a change to the grade configuration, new bell times for all levels, and closing and repurposing several schools. I am confident that this plan will enable the district to increase student engagement and academic success while maintaining fiscal responsibility,” stated Spells.

The new plan moves fifth-grade students back to elementary schools and creates a full-fledged middle school system for grades six through eight. High school grades remain unchanged.

Proposed bell time changes would create additional instruction time for elementary students, as well as streamline transportation, allowing for direct routing to schools and eliminating the need for shuttles. A later start time for adolescent students would be established, partly based on a large, broad and consistent body of brain research by many leading health organizations including the Centers for Disease Control and Prevention.

To more efficiently use under-utilized School Corporation buildings, the plan calls for closing and repurposing some schools. Greene Intermediate, Brown Intermediate and Eggleston would close; Rise Up Academy would be relocated, and Perley Fine Arts Academy, Marshall Intermediate Center and Clay Intermediate would be repurposed.
